Carnival of Malta - S. L. Cassar (1855-1928) - "1921 was the year of (very) limited self rule or self government granted by the British colonial powers. The half man half woman theme with the half mustache translates to "half shaved" in Maltese. This has the same meaning as "half baked" or "middle of nowhere" in the English language, maybe a commentary on the limited self government and its effectiveness in actual reality."
