Fbi internal control training in Riga I, 20 January 1998 In 1997, 654 of 4500 police officers were punished for various violations, of which 75 were fired. More and more signals were reached to the police's management by traffic police from taking bribery on the roads. The Deputy Director of Police Raivo Sepp was responsible for the internal operation of the police system at that time. At the end of 1997, Raivo Sepp proposed the establishment of an internal police check to clean up the lines of the Estonian police. Since this was a novel approach, it was mostly considered that the internal control mechanism of the police should be limited to auditing the organisation. Therefore, the original idea of internal control was not supported. The FBI, as a co-operation partner of the Estonian police, organized a seminar on the internal control of the police authority in Riga from 19 to 23 January 1998 for the police of three Baltic states. The Estonian Police participated in the seminar by Järva Police Prefect Raimo Koha and Deputy Director-General of Police Raivo Sepp, who received support from this event for the idea suggested earlier. When returned from the seminar, there were sufficient arguments to create internal control in the Estonian police. In March 1998, the internal police inspection was established.
