Theodor Hansen (1884–1969) was Director General of Kunda factory in 1920–1940. During his leadership, the cement silo tower, which was the first iron concrete building built with a mobile missile in Estonia, was closed the stone factory and a paper bag factory was opened. Theodor Hansen demanded rigorous procedures and cleanliness in both production buildings and residential areas. Hansen personally checked the workers' apartments, and a worker who kept clean for the year became a Christmas gift for a whole year. Hansen left the factory after nationalization by the Soviet occupation forces in 1940, but returned when the German military units arrived to Kunda in August 1941 and took office as the technical director of the factory.
